Technical Cooperation

      One of IAEA`s statutory activities is the peaceful nuclear technologies promotion. To implement it the IAEA Technical Cooperation Programs (TC) with the Agency member countries are adopted and implemented. The Kazakhstan is IAEA member country since 1993.

      The purpose of TC programs is to promote the advanced nuclear physical and isotope methods and methodologies in the various fields of action, the safety level increase in atomic energy peaceful use including the atomic energy industry and the nuclear fuel cycle enterprises. The IAEA`s role is mainly in nuclear science and technological knowledge transfer. This transfer is executed mainly through staff training, expert recommendations provision, and less in equipment provision that develops scientific, technical and technological state potential. The technologies transfer supported by the technological knowledge transfer, quality monitoring and connection to the IAEA information network.

      Republic`s cooperation with IAEA within TC Programs is executed in compliance with the   Revised Additional Agreement on IAEA`s Technical Assistance Provision to the Government of the Republic of Kazakhstan signed on March 25, 1997 within the frames of the Standard General Assistance Agreement concluded between the Government of the Republic of Kazakhstan and UN Development Program on October 4, 1994.

      Technical Cooperation with IAEA is an important mechanism to increase nuclear technologies input to the economical development of a country. The Committee of Atomic Energetic of the Ministry of Energetic and Mineral Resources of the Republic of Kazakhstan (CAE MEMR RK) supports the technical cooperation with IAEA aimed to achieve considerable social and economic effect significantly contributing to country`s steady development provision. For many years in TC Programs participation the Kazakhstani organizations obtained the wide range of the various nuclear methodologies and technologies which are successfully used in the Republic. A lot of Kazakhstani specialists were trained and improved their skills in the leading world centers.

      In TC Programs the member countries are divided into several regional groups. Kazakhstan belongs to the European group. In accordance with their orientation the TC Programs are divided into national (implemented in one country), regional and international.

      TC Program is formed on the basis of countries applications for certain national projects received by IAEA Administration Counsel as well as from regional and international projects designed on the basis of decisions and recommendations of IAEA member countries meetings where their needs and wishes concerning peaceful atomic energy use development are discussed. Previously, the programs were formed on two-year cycles. The IAEA moved to three-year cycle of TC Programs planning, since 2009.

      To provide the system approach the Frame Country Program (CPF) determining the main cooperation issues between a country and IAEA is elaborated and signed.

      TC Program Projects are financed from TC Fund which is formed through voluntary contributions of IAEA member countries. Approving a National Project implementation assumes a certain financial contribution of country applicant to its implementation. The country shall also advance 5% of total planned amount that will be paid by IAEA for implementation of the national project and to reimburse 5% of amount spent by IAEA for national staff training through regional and international projects.
