Export/Import

      The acting legislation of the Kazakhstan in the field of the export control (laws and regulations) represents by itself the set of measures providing the performance of order of foreign trade in relation of goods, information, services and intellectual activity results. The armament, military equipment, works, services, intellectual activity results applied in the military and technical fields, equipment and materials related to the atomic energy use, the dual use goods and technologies applied for the military and civil purposes are subject to the export control in the world practice.

      The Committee of Atomic Energetic MEMR RK in compliance with its jurisdiction executes the control over the goods export and import and services provision in the field of atomic energy use including transfer, sale or procurement for commercial needs or non-commercial transfer.

      One of the monitored issues is the export and import license applications approval as well as transport permits for nuclear export (import) related products.

      The nuclear materials, technologies, equipment, stations; particular non-nuclear materials; equipment, dual use materials and technologies; the radiation sources and isotope products belong to the nuclear export products.

      The Export and Import  applications approval as well as transit permits granting is executed on the basis of application of the set form and comprehensive assessment of the export routes and production final user reliability. The certain categories of the nuclear export require the assurance of an importing country not possessing the nuclear weapons of obtained products peaceful use.

      The licenses for the nuclear export and import are granted only to the legal entities possessing the licenses for the certain type of activity in atomic energy use issued by the Committee of Atomic Energetic (refer to the site section “Licensing”).

      The one of the most important conditions providing the implementation of foreign trade activity order is the legal regulation, the responsibility and duties allocation among organizations executing the export and import operations and the state supervision body in the field of the export control.
