The acting legislation of Kazakhstan in the field of the atomic energy use and radiation safety (laws, standards and regulations) establishes the requirements on people and environment protection from possible negative impact of atomic energy use to comply with the nuclear weapons nonproliferation regime support measures.

     Licensing is the main instrument of the safety state regulation, control over the nuclear and radiation safety standards and rules performance. The license is the document confirming the organization ability to provide the safe use of the radiation sources, nuclear and other radioactive materials. The license in the field of the nuclear weapons nonproliferation support grants the permit to be engaged in the work with nuclear materials and proves the organization ability to perform their correct accounting, to organize the physical protection, to execute the nuclear export and import in compliance with the legislation of the Republic of Kazakhstan.

     Committee of the Atomic Energetic MEMR RK is entitled to issue the licenses in the field of the atomic energy use (The Resolution of the RK Government No.1894 dated to December 29, 1995 (with the amendments on March 28, 2008)).

     The types of activity, the order and procedures for obtaining of the license defined by the Decree of the Government of the Republic of Kazakhstan No. 270 date to the 19th of March, 2008 "On Approval of the Rules of Licensing and Qualification Requirements, produced to the Activities Subject to Licensing in the Field of the Atomic Energy Use".
